Who is generally subject to ELDT?
- Drivers obtaining a Class A CDL for the first time.
- Drivers obtaining a Class B CDL for the first time.
- Drivers upgrading a Class B CDL to Class A.
- Drivers obtaining an H, P, or S endorsement for the first time.
When did ELDT become effective?
The federal compliance date was February 7, 2022. The rules are not retroactive for a CDL or relevant endorsement issued before that date. Specific transition and exception rules may apply.
Where must training be completed?
Required ELDT must be completed through a provider listed on the FMCSA Training Provider Registry for the applicable training type.
Theory and behind-the-wheel requirements
Class A, Class B, Passenger and School Bus curricula include applicable theory and behind-the-wheel components. The Hazmat endorsement curriculum is theory-only under ELDT.
Is there a minimum number of training hours?
Federal ELDT rules focus on completion of the applicable curriculum and proficiency standards rather than establishing one universal minimum number of hours. State or provider requirements may add conditions.
Possible exceptions
ELDT does not apply in every situation. Pre-2022 credentials, certain pre-compliance commercial learner’s permits, and exceptions under federal CDL rules may affect applicability. Confirm against official records before relying on an exception.
